Dr. Noel is an expert in antitrust, regulatory and labor and employment matters, both domestically and abroad, and is the Chair of Edgeworth’s Oil & Gas practice. He has served as an economic expert in major Oil & Gas industry matters on three continents including matters of price fixing,  collective dominance, coordinated behaviors, mergers, and regulation. Over the past decade, Dr. Noel also has performed sophisticated antitrust and merger analyses for a wide range of industries including managed health care, pharmaceuticals, packaged software, payment cards, book publishing, online search, communications, and auto manufacturing.

Dr. Noel has additional expertise in labor and employment disputes, using his knowledge of econometrics to evaluate questions of liability and damages in matters involving discrimination, wrongful termination, wage and hours, and meal breaks.  His decade-long experience teaching antitrust and labor economics highlights Dr. Noel’s keen ability to make the complex simple and easily understood.

Dr. Noel has published in leading peer-reviewed professional journals in economics including Energy Economics, the Review of Economics and Statistics, the RAND Journal of Economics, the Journal of Industrial Economics, the Journal of Competition Law and Economics, and the CPI Antitrust Chronicle. He is an authority on oil and gasoline price volatility and heavily cited for his breakthrough work on the antitrust implications of price cycles in gasoline markets in the U.S., Canada, Europe, and Australia. Dr. Noel has presented his research at universities and conferences around the globe and continues to teach courses in antitrust and regulation at the University of California San Diego, where he was formerly a faculty member.

Dr. Noel is the Head of Edgeworth's San Diego office and has an extensive presence in Washington DC and Houston.

Education

Dr. Noel holds a Ph.D. from the Massachusetts Institute of Technology in Economics, specializing in Industrial Organization, Public Finance and Econometrics. He also holds a Masters degree in Economics and an Honours Bachelor Degree in Economics and Statistics from the University of Toronto.
