Mr. Kheyfets’ expertise is economic analysis and modeling for a variety of clients in litigation, advisory, and regulatory contexts. He develops and analyzes large datasets for complex litigation matters and has employed statistical modeling to calculate damages for antitrust and intellectual property disputes. He also advises clients on a range of economic issues outside of litigation, including in those arising in arbitration and collective bargaining.
Mr. Kheyfets’ knowledge extends to regulated industries, including telecommunications, where he has worked on competition policy reviews and regulatory impact analyses, as well as the development and audit of network cost models. He also consults for domestic and international clients on regulatory and competition issues in the energy sector. Mr. Kheyfets is experienced in constructing cost of capital models for major electric utilities, performing market research and financial modeling for assessing the viability of innovative energy projects, as well as quantifying the impacts of alleged fraud and imprudence by energy companies.
Education
Mr. Kheyfets graduated from Boston University with an M.A. in Economics and a B.A. in Economics, receiving Phi Beta Kappa and magna cum laude honors.
