Edgeworth experts were retained by the American Trucking Association (ATA) to assess the cost and benefits of a proposed change in Hours of Service (HOS) rules, which regulate how much time a driver can spend on duty and behind the wheel. Edgeworth experts:
- Analyzed the methodology used by the issuing agency (the Federal Motor Carrier Safety Administration, known as FMCSA) to determine the proposed changes
- Found the issuing agency had changed its methodology for assessing the costs and benefits of the HOS rules since a prior review in 2007
- Determined that such methodological changes dramatically overstated the net benefits of the proposed rule
